Mulkiya
The Mulkiya (ملكية) is the UAE vehicle ownership and registration card. Every commercial vehicle must carry a valid one; renewal typically requires passing inspection and holding insurance, and an expired Mulkiya means fines and a truck that cannot legally work.

Why does the Mulkiya matter for a construction fleet?
Because renewal is where compliance gets enforced. In Abu Dhabi, for example, non-compliance with tracking mandates such as Asateel can carry renewal blocks, and an expired or blocked Mulkiya takes the truck off the road while its fixed costs keep running. Rules vary by emirate; verify with the relevant authority.
