The establishment contacts the TGA
WASL registration starts with the licensed transport establishment, not the vehicle. The documented flow, reported by integration vendors because the TGA publishes no official walkthrough (checked August 2026), begins with the establishment applying to the Transport General Authority.

The TGA reviews the application
The TGA reviews the establishment’s request. What the review checks, how long it takes and what causes rejections are not publicly documented; the TGA’s own channels are the only authority on those three, and any guide printing a click-by-click portal walkthrough is going beyond what the regulator has published.

Elm handles linking and subscription
After review, the TGA directs the establishment to Elm, WASL’s operator, for the technical linking of vehicles and devices and the commercial subscription (vendor-reported, checked August 2026). Elm’s own WASL pages were not reachable in our review, so route portal questions to Elm and the TGA directly rather than to third-party guides.
What data does WASL carry?
Integration vendors report four data sets per fleet, and the TGA publishes no field-level specification, so all four carry the vendor-reported label (checked August 2026): facility and licence data (commercial-registration number, TGA activity licence, owner ID); vehicle data (plate, VIN, traffic sequence number, operating-card number, type and year); device data (IMEI, approved model, SIM serial); and live telemetry (GPS position, speed, engine status, timestamped heading).
The one operational number vendors agree on: transmission gaps of roughly 10-15 minutes are automatically flagged on the platform (vendor-reported, checked August 2026). A dead device or a drained SIM therefore shows on the regulator’s side as a gap, not as silence nobody notices.
What is the difference between WASL, Bayan and Naql?
WASL is the live data pipe linking fleet tracking to the TGA. Bayan is the electronic transport document each shipment carries, mandatory for land carriers since 1 March 2023 (Zawya, 2023). Naql is the TGA’s licensing and services gateway, whose services the TGA announced migrating to the LOGISTI platform in March 2024 (Saudipedia, checked August 2026).

What are the penalties in Saudi Arabia?
The regulator-traceable numbers are the Road Transport Law ceilings the TGA set out via the Saudi Press Agency on 15 September 2025: up to SAR 11,000 plus vehicle impoundment up to 25 days for preparatory acts of unlicensed transport, and up to SAR 20,000 plus impoundment up to 60 days for practicing it, with possible vehicle auction and deportation of non-Saudi violators. The TGA has separately set a SAR 5,000 fine for parcel-delivery violations (reported by Arabian Business, checked August 2026).
Impoundment is the real penalty at construction margins: a tipper held up to 60 days does not recover that revenue inside the year.
