Fleet management software in Saudi Arabia (2026) - WASL, ZATCA and profit per truck

Manu Last updated: 2026-08-07 11 min read

Fleet management software for a Saudi fleet has to cover three jobs at once: WASL registration and tracking under the Transport General Authority, ZATCA Phase 2 e-invoicing that now reaches almost every transport business, and per-truck economics in SAR and Arabic. Most products do exactly one of the three. This guide maps who verifiably does what, with sources and dates on every claim.

This article is marketing information, not legal advice. Regulatory claims were last reviewed on 7 August 2026; verify current requirements with the TGA and ZATCA.

Key takeaways

  • Commercial transport in the Kingdom registers on WASL, the TGA’s platform: operator, vehicles, drivers and a live operating card, with approved tracking reporting in (see the WASL compliance guide, last reviewed June 2026).
  • ZATCA’s Phase 2 e-invoicing ladder now reaches revenues above SAR 187,500 (Wave 25, announced 24 July 2026, integration due 1 February 2027) - effectively every fleet business. The full transport guide covers the waves.
  • The market is big and growing: GASTAT’s Road Transport Statistics recorded about 15.88 million registered roadworthy vehicles by end-2024, and IMARC Group (2025 edition) counted 2.21 million active GCC commercial telematics units in 2024, forecasting 9.46 million by 2033.
  • The vendors that verifiably serve Saudi fleets are compliance-tracking specialists (Wialon partners such as Traking Systems and Genesis Tracking per Gurtam’s own 2026 partner ranking; Location Solutions reports TGA approval and WASL integration on its site). None that we reviewed publishes per-truck profit or e-invoicing capability.
  • Western platforms are absent on the evidence: Samsara lists no Gulf office and no Arabic driver-app language; Fleetio runs in English, Spanish and French with no GCC compliance content (both checked August 2026).
  • Fleetric is early stage, with one production fleet in Abu Dhabi, and states that plainly. It is the software layer above the mandate: profit per truck, documents, and ZATCA-ready invoicing, in Arabic and SAR.

What should fleet management software do for a Saudi fleet?

A Saudi fleet’s software has to serve the regulator, the tax authority and the owner at the same time, because all three now have system-level requirements. The regulator’s are the oldest: commercial transport operates under TGA rules through WASL, with registration, an operating card that must stay valid, and approved tracking that reports to the platform.

The tax authority’s are the newest and the most underestimated. ZATCA’s Phase 2 has stepped down wave by wave to SAR 187,500 in annual revenue, which puts virtually every working truck’s owner in scope for Fatoora integration; the transport e-invoicing guide walks the ladder in detail.

The owner’s requirements are the ones nobody mandates and everybody feels: which trucks make money, in SAR, legible to an Arabic-speaking coordinator, with cost allocation honest enough to trust. A platform that serves only one of these three masters leaves the other two as manual work.

Which vendors verifiably operate in Saudi Arabia?

The verifiable Saudi fleet-software market is compliance telematics, and the strongest evidence is regulator connection rather than brand recognition. From vendor publications checked in August 2026:

  • Wialon partners. Gurtam, whose Wialon platform runs 4M+ connected vehicles globally, ranks its own Middle East partners annually; its 2026 top-10 places Traking Systems (Saudi Arabia) second, described as known for “taking over large fleets and bringing them into full Wasl compliance quickly”, and Genesis Tracking (Riyadh, Jeddah) third (Wialon Top-10 Middle East, 2026 - vendor-published).
  • Location Solutions (Dubai HQ, operating across the GCC) reports TGA approval and WASL integration, including WASL weight-tracking approval, on its own KSA certifications page (vendor-reported, locationsolutions.com, checked August 2026).
  • Local specialists such as AFAQY (Riyadh) and Eagle-IoT (Digital Myth Solutions, est. 2007, which reports SFDA and TGA approval on its site) build WASL-compatible tracking suites (vendor-reported, checked August 2026).

What we did not find, from any of them: published per-truck profit-and-loss (revenue side), or any ZATCA e-invoicing capability inside a fleet product. Cost reporting exists; closing the loop to revenue does not. Where a vendor may well have more than it publishes, that is exactly what “not verified” means, and we will not guess on their behalf.

What about Samsara, Fleetio and the other global names?

Global brands dominate search results, so here is what their own public materials show for the Kingdom as of August 2026. None of this is criticism; it is what can be verified.

  • Samsara lists offices in San Francisco, London, Amsterdam, Bangalore and elsewhere - none in the Gulf (samsara.com contact page). Its driver app’s supported-language list has thirteen entries and no Arabic. Its products pages describe no invoicing, billing or accounting features, and no WASL connection appears anywhere we searched.
  • Fleetio is a maintenance-first platform: its own integrations page shows tracking comes from third parties (Geotab, Samsara, Motive), and its help centre lists English, Spanish and French as the app languages. No GCC compliance content exists on its site.
  • Geotab, Motive and Verizon Connect show no substantive published Saudi go-to-market that we could verify; Motive has reported a Dubai office as part of MENA expansion (vendor-reported), which is presence, not WASL capability.

For a procurement checklist: as of August 2026, none of these names publishes WASL integration, Arabic support at driver level, or Saudi e-invoicing capability, and the burden of proof sits with the vendor or partner proposing them.

How does ZATCA e-invoicing change the software choice?

E-invoicing used to be the accountant’s problem; the wave ladder made it a fleet-software criterion. Since 1 January 2023, ZATCA’s Phase 2 has required in-scope businesses to integrate invoicing systems with the Fatoora platform, and the thresholds have dropped from the largest taxpayers to SAR 375,000 (Wave 24, due 30 June 2026) and now SAR 187,500 (Wave 25, announced 24 July 2026, due 1 February 2027).

That timing collides with how transport billing actually works: the invoice line is a trip, a tonnage or a hire period, and the evidence for it lives in the tracking system. Keeping invoicing in a separate accounting product means the compliant document and its operational proof live in different systems, reconciled by hand. In our research we found no fleet vendor - regional or global - publishing ZATCA e-invoicing capability inside the fleet platform; the transport e-invoicing guide covers what Phase 2 requires an invoicing system to do.

Where does Fleetric fit, and what are its limitations?

Fleetric is a fleet profit intelligence platform for GCC fleets, in daily production with a construction fleet in Abu Dhabi, that reads mandated tracking feeds and computes per-vehicle profit. For a Saudi fleet, concretely:

  • Above the mandate, not instead of it. WASL registration and approved tracking stay with the TGA and your tracking supplier. Fleetric reads the feed that setup already produces, computes profit per vehicle in SAR, and watches operating-card and document expiry with reminders before a lapse becomes a stopped truck.
  • ZATCA-ready invoicing inside the platform. Invoices are generated as structured data with QR codes and previous-invoice-hash chaining, and each line traces to the trip or hire period that earned it.
  • Arabic and English throughout, including a driver app in Arabic, English, Urdu and Hindi - the languages Saudi fleet workforces actually speak.
  • Published pricing: Starter AED 120, Pro AED 95 per truck per month (about SAR 122 and SAR 97 at the pegged rates), Enterprise by quote with certified IVMS hardware and in-Kingdom data residency (pricing).
  • Limitations, stated plainly. Fleetric is early stage; its one production fleet is in the UAE, not the Kingdom. In-Kingdom hosting is an Enterprise-plan capability delivered per customer. Outcome figures on this site are illustrative, not case studies.

If your fleet is WASL-registered and your Wave 25 letter is coming, book a demo and bring one month of trip sheets and invoices; the walkthrough runs on your numbers.

FAQ

What should fleet management software do for a Saudi Arabian fleet?

Three jobs at once. First, work with WASL, the Transport General Authority’s registration and tracking platform that commercial fleets must be on, including keeping the operating card valid. Second, handle ZATCA Phase 2 e-invoicing, which now reaches businesses with revenues above SAR 187,500 under Wave 25. Third, show per-truck economics in SAR and Arabic. Most products on the market do only one of these.

Does fleet software replace WASL registration?

No. Registration of the operator, vehicles, drivers and the operating card happens with the Transport General Authority on the WASL platform, and approved tracking must report to it. Software like Fleetric does not replace any of that - it reads the mandated feed that registration produces and adds the profit and document layer on top.

Which fleet software handles ZATCA e-invoicing in Saudi Arabia?

In our research (checked August 2026) we found no telematics or fleet-management vendor publishing ZATCA Phase 2 e-invoicing capability - e-invoicing lives in accounting products that know nothing about trips or vehicles. Fleetric builds ZATCA-ready invoicing into the fleet platform itself, so invoice lines trace to the trips and hire periods that earned them.

Is Samsara or Fleetio available in Saudi Arabia?

Samsara lists no Gulf office on its contact page and no Arabic in its driver app’s supported languages (checked August 2026); regional availability is partner-mediated. Fleetio supports English, Spanish and French only and publishes no GCC compliance content. Neither publishes WASL integration. The burden of proof sits with any vendor or partner proposing them for a Saudi fleet.
