Operating card

The operating card is the TGA authorisation on Saudi Arabia's WASL platform that permits a commercial vehicle to perform a specific transport activity.

The operating card (Arabic: بطاقة التشغيل) is the Transport General Authority (TGA) authorisation that permits a commercial vehicle in Saudi Arabia to perform a specific transport activity, and only that activity. A truck working outside what its card covers is operating without authorisation, the same class of violation as having no card at all.

How does the operating card depend on WASL?

Integration vendors report that active tracking data streaming to WASL is a condition for generating and renewing operating cards, so a truck that stops reporting can find its card blocked at the next renewal (vendor-reported; the TGA has not published the rule text where we could verify it). Cards are issued through the TGA’s Naql services gateway, whose services the TGA announced were migrating to the LOGISTI platform in March 2024 (Saudipedia, checked August 2026).

For the full walk-through, see the operating card explained and the WASL platform guide. Fleetric does not issue operating cards: it tracks card and document expiry per vehicle so a lapsed card never becomes the reason a loaded truck is parked.
