Construction fleet management software for the UAE and GCC (2026) - the honest list
Manu Last updated: 2026-08-21 16 min read
There is no single best construction fleet software for the UAE and GCC, because the job splits in two: regulator-approved tracking hardware (Asateel in Abu Dhabi, WASL in Saudi Arabia) and the money layer that turns the mandated feed into profit per truck. This list ranks nine vendors on five verifiable GCC criteria, every cell dated and sourced - including the vendor writing it.
This article is marketing information, not legal advice. Compliance claims were last reviewed on 21 August 2026; verify current requirements with the Integrated Transport Centre, SIRA, the TGA and your site operators.
Key takeaways
- Only three of the nine vendors below appear on the official Asateel approved OBU supplier list of 29 companies (status 21 April 2026, Abu Dhabi Mobility): Cartrack, Location Solutions and Falcon Trackers.
- Only two of the nine publish pricing: Fleetio at $4/$7/$10 per vehicle per month (fleetio.com/pricing, August 2026) and Fleetric at AED 120/95 per truck per month on the pricing page.
- Operating an in-scope Abu Dhabi vehicle without working, linked GPS carries an AED 4,000 penalty under the Schedule of Violations of Resolution No. (74) of 2021; overweight runs add AED 200-700 per excess ton.
- Construction is the UAE’s fastest-growing sector: 12.9 percent of GDP in 2025 with growth above 11 percent, in an economy that expanded 6.2 percent to AED 1.9 trillion (FCSC official statistics, reported May-June 2026).
- Diesel repriced to AED 3.80 per litre for August 2026, up AED 0.20 in one month (UAE Fuel Price Committee, 31 July 2026); the fuel price tracker keeps the verified monthly series.
- The regional market is compounding: IMARC Group’s GCC Commercial Telematics report (2025 edition) counted 2.21 million active units in 2024 and forecasts 9.46 million by 2033, a 16.14 percent yearly growth rate.
How did we rank this list?
We ranked nine vendors on five criteria a GCC construction fleet can actually verify: GCC compliance fit (regulator listings and what happens to the mandated feed), construction depth, Arabic support, published pricing, and verifiability of the vendor’s own claims. Every cell below carries a check date, and where we could not verify something, the cell says so instead of guessing.
Disclosure first: Fleetric publishes this site, Fleetric is on the list, and Fleetric ranks first. Treat that with the scepticism it deserves - the criteria are disclosed, every claim about another vendor traces to that vendor’s own pages or a regulator list with a date, and we use no star ratings and no ratings schema for competitors. The criteria favour us because we built the product for them; if you weight maturity, hardware ecosystems or installed base instead, the ranking changes, and each entry says who wins in that case.
Three rules governed every cell:
- Regulator beats vendor, vendor beats hearsay. An official supplier list outranks a marketing page; a vendor’s own page outranks anything written about it. SEO listicles were not admitted as sources.
- Verified absence, not guessed capability. “No Arabic on the vendor’s own language page, checked August 2026” is a fact; “vendor X has no Arabic” without a source is not, and we do not print it.
- Dates on everything. Cells checked in July 2026 say so; cells re-checked for this update say 21 August 2026.
How do the nine vendors compare on the GCC columns?
These five columns are the ones no global listicle prints, and they decide more than any feature matrix: mandate capability in Abu Dhabi, presence in Saudi Arabia, Arabic for your coordinators, a price you can see without a sales call, and construction depth.
| Vendor | On the Asateel supplier list (status 21/04/2026)? | WASL / KSA presence? | Arabic UI? | Published GCC pricing? | Construction depth |
|---|---|---|---|---|---|
| Fleetric | No - software layer by design; reads the approved device’s feed | Reads WASL feeds; in-Kingdom hosting on Enterprise; not a device supplier | Yes: EN/AR portal with RTL; driver app adds Urdu and Hindi | Yes: Starter AED 120, Pro AED 95 per truck/month | Built for tippers, mixers and plant; one production construction fleet in Abu Dhabi |
| Location Solutions | Yes: Location Solutions Trading LLC OPC, Abu Dhabi | Vendor-reports TGA approval and WASL integration (not independently verified) | Not verified (July 2026) | No: quote-based (July 2026) | Not verified (July 2026) |
| Cartrack | Yes: Cartrack Technologies L.L.C., Dubai | Not verified (July 2026) | Not verified (July 2026) | No: quote-based (August 2026) | Positioned as telematics; construction depth not verified (July 2026) |
| Falcon Trackers | Yes: as Zahoor Al Hira Trading L.L.C. | Not verified (July 2026) | Not verified (July 2026) | No: quote-based (July 2026) | Not verified (July 2026) |
| Geotab | No | Dubai entity Geotab FZ LLC on its contact page (checked 21 August 2026); no WASL listing found | Not verified (August 2026) | No: “Get pricing” leads to a form (checked 21 August 2026) | Global OEM integrations; no GCC construction content found |
| Samsara | No | No Gulf office on its contact page (August 2026) | No: 13 driver-app languages, none RTL (kb.samsara.com, August 2026) | No: quote form (August 2026) | Real construction page and hardware; no GCC content |
| Fleetio | No | No WASL, Asateel or ZATCA content on fleetio.com (August 2026) | No: EN/ES/FR per its help centre (August 2026) | Yes, in USD: $4/$7/$10 per vehicle/month (August 2026) | Maintenance-first; no GPS of its own; tracking via third-party integrations |
| Clue | No | No GCC or Middle East mention found on getclue.com (checked 21 August 2026) | No Arabic mention (checked 21 August 2026) | No: pricing page leads to a demo form (checked 21 August 2026) | Construction equipment management is the whole product |
| HCSS | No | No Middle East presence on hcss.com; footprint is US, Canada, Australia, NZ (checked 21 August 2026) | No Arabic mention (checked 21 August 2026) | No published GCC pricing found (checked 21 August 2026) | Heavy-civil construction suite at global depth |
Two patterns jump out. The vendors with regulator-verified GCC presence publish no pricing and no verified construction depth; the vendors with real construction depth publish no GCC anything. The intersection - construction-native software that reads the mandated feeds, works in Arabic and shows its price in AED - has one occupant, and it is the one writing this, which is why the table shows you the cells instead of asking you to trust the sentence.
We also checked Tenna for this update: its site shows a US phone number, no international presence and no published pricing (tenna.com, checked 21 August 2026). Not enough cells for a row a GCC buyer could act on.
Who are the nine, and who does each fit?
1. Fleetric - the money layer for GCC construction fleets
Fleetric is a fleet profit intelligence platform for GCC fleets, in daily production with a construction fleet in Abu Dhabi, that reads mandated tracking feeds and computes per-vehicle profit. It is construction-native by origin, not adaptation: shaped around trip-backed haulage billing, hire-period billing for equipment rental, tipper and aggregate cycles, and cost allocation at this month’s committee diesel price.
Verified strengths. Reads the feed your Asateel or WASL device already produces instead of installing a second box; portal in English and Arabic with full RTL; driver app in English, Arabic, Urdu and Hindi; AED and SAR; ZATCA-ready invoicing for fleets that also work in the Kingdom; published pricing - Starter AED 120, Pro AED 95 per truck per month, Enterprise by quote.
Honest caveats. Fleetric is early stage, with one production fleet in Abu Dhabi. Outcome figures on this site are illustrative examples, not case studies. It is not an approved Asateel OBU supplier and installs no hardware; if your only need is the mandate itself, you need a supplier from the official list, not Fleetric. It has fewer integrations than decade-old platforms.
Who it fits. A UAE or Saudi construction fleet that already has (or must buy) approved tracking and wants the layer the mandate does not provide: which truck made money this month, and why.
2. Location Solutions - the widest verified compliance footprint
Location Solutions is a regional tracking and compliance vendor on the official Asateel approved OBU supplier list as Location Solutions Trading LLC OPC, Musaffah, Abu Dhabi (status 21 April 2026). On its own site it also reports TGA approval and WASL integration in Saudi Arabia and SIRA SecurePath certification in Dubai - vendor-reported claims we did not independently verify, but no other vendor here even claims that spread.
Verified strengths. The Asateel listing is regulator-tier proof of UAE mandate capability; the reported KSA and Dubai certifications, if they check out in your procurement, would make it one hardware partner across three jurisdictions.
Honest caveats. No published pricing on locationsolutions.com (checked July 2026); per-vehicle P&L, Arabic UI and construction-specific features not verified in our review.
Who it fits. A fleet whose first problem is mandate hardware in more than one GCC jurisdiction, comfortable procuring by quotation.
3. Cartrack - global telematics with a regulator-listed Dubai entity
Cartrack is a global telematics provider, part of the Karooooo group, and appears on the official Asateel list as Cartrack Technologies L.L.C., Business Bay, Dubai (status 21 April 2026) - the rare global brand with tier-one regulatory proof of GCC presence.
Verified strengths. The Asateel listing, plus a listed global group behind the local entity.
Honest caveats. No price list on cartrackme.com; every pricing path leads to a quote or demo request (checked August 2026). KSA/WASL certification, Arabic UI and construction depth not verified in our review (July 2026).
Who it fits. A fleet that wants approved Abu Dhabi hardware from a global vendor and expects to negotiate the rest.
4. Falcon Trackers - the straightforward UAE installer
Falcon Trackers is a UAE tracking vendor and installer, on the official Asateel list under its legal entity Zahoor Al Hira Trading L.L.C., Al Qusais, Dubai (status 21 April 2026). The company says it was founded in 2012 and has served almost 32,000 vehicles (vendor-reported, falcontrackers.com, July 2026).
Verified strengths. Regulator-listed, long-established locally, focused on the supply-and-install job the mandate requires.
Honest caveats. No published pricing found (July 2026); P&L, Arabic and construction depth not verified. Its job ends where the feed begins.
Who it fits. A UAE fleet that needs compliant devices fitted without ceremony, with software decided separately.
5. Geotab - the global platform that now has a Dubai address
Geotab is one of the largest telematics platforms in the world, and its contact page now lists Geotab FZ LLC, Dubai Internet City, among its legal entities (geotab.com, checked 21 August 2026) - a change from its earlier partner-mediated regional presence. It remains absent from the Asateel approved OBU supplier list as of the 21 April 2026 status date, so the footprint is vendor-reported, not regulator-listed.
Verified strengths. The Dubai entity is on Geotab’s own page; globally it carries deep OEM and equipment integrations that mixed construction fleets use elsewhere.
Honest caveats. Not on the Asateel list; no prices displayed, “Get pricing” leads to a form (checked 21 August 2026); Arabic UI and GCC construction content not verified.
Who it fits. A multinational contractor already standardised on Geotab elsewhere, solving the mandate layer separately with an approved local supplier.
6. Samsara - excellent hardware, verifiably absent here
Samsara is “the Connected Operations Platform”: AI dash cams, vehicle gateways and safety workflows at serious scale - $1.991 billion ARR, up 30 percent year on year, per its Q1 FY2027 results (June 2026). Its construction page is real, with equipment monitoring and utilisation content.
Verified strengths. Category-leading hardware and safety tooling for the markets it serves.
Honest caveats. All from Samsara’s own pages, checked August 2026: no Gulf office on its contact page; driver app supports 13 languages, none of them Arabic or any RTL language; not on the Asateel supplier list; no published pricing. The full cell-by-cell picture is on the Fleetric vs Samsara page.
Who it fits. North American and European fleets, including their construction divisions. For a GCC fleet, every mandate-facing job stays manual.
7. Fleetio - published pricing, maintenance depth, zero GCC
Fleetio is a maintenance-first fleet platform powering 1,000,000+ assets, and one of only two vendors here that publishes pricing: Essential $4, Professional $7, Premium $10 per vehicle per month (fleetio.com/pricing, checked August 2026). It has no GPS of its own - its map is fed by third-party telematics integrations, each a separate subscription.
Verified strengths. The category benchmark for work orders, parts and preventive maintenance, with an 80,000+ shop network (its own feature pages, August 2026). Publishing prices earns real credit in a market that mostly hides them.
Honest caveats. App languages are English, Spanish and French per its own help centre; no WASL, Asateel, SIRA or ZATCA content anywhere on fleetio.com; no customer invoicing (all checked August 2026). Full comparison on the Fleetric vs Fleetio page.
Who it fits. Any fleet whose bottleneck is the workshop - paired with separate tracking and, in the GCC, separate compliance handling.
8. Clue - the construction-fleet specialist with no GCC surface
Clue (getclue.com) is a construction equipment and fleet management platform whose entire product is this article’s category: utilisation, maintenance, dispatch and fuel across mixed fleets, consolidating OEM telematics through a claimed 80+ integrations (its own site, checked 21 August 2026).
Verified strengths. Construction focus is total rather than a vertical page, and consolidating OEM feeds mirrors what mixed fleets actually need.
Honest caveats. Its pricing page publishes no prices - every path leads to a demo form - and we found no UAE, Saudi, GCC, Middle East or Arabic mention on the site (checked 21 August 2026). Not on the Asateel list.
Who it fits. US contractors consolidating OEM telematics feeds. A GCC fleet gets the construction depth and none of the compliance surface.
9. HCSS - heavy-civil depth, home-market footprint
HCSS is a heavy-civil construction software suite headquartered in Sugar Land, Texas. Its own contact page lists the Texas headquarters and support numbers for the US, Canada, Australia and New Zealand - and no UAE, Middle East or Arabic presence of any kind (hcss.com, checked 21 August 2026).
Verified strengths. Decades of heavy-civil depth in estimating, field management and equipment for its home markets.
Honest caveats. No GCC presence, no Arabic, no published GCC pricing, not on the Asateel list (all checked 21 August 2026). It ranks last not on quality but because every column in this table is empty for it.
Who it fits. Heavy-civil contractors in North America and Oceania. The list’s columns simply do not apply to it - which is the point of having the columns.
Which mandates hit construction fleets in the UAE and GCC?
Four regulatory layers can apply to one construction fleet at once, and software that ignores them forces you to buy twice. The compliance checker walks a specific fleet through which apply; here is the map with the numbers that matter.
Abu Dhabi - Asateel. Resolution No. (74) of 2021 requires goods-transport operators to link vehicles to the Centre’s electronic tracking system (Article 4(5)), with approved device installation a condition of the activity permit. The appended Schedule of Violations prices non-compliance: AED 4,000 for operating without GPS installed, switched off, deactivated or unlinked, and - felt keenly by tipper operators - AED 200, 400 or 700 per excess ton for overweight runs. Conciliation within one month reduces a penalty to 75 percent (Article 14). Hardware must come from the official approved OBU supplier list: 29 suppliers, status 21 April 2026, overwhelmingly LTE-class devices. Full walkthrough in the Asateel guide.
Dubai - SecurePath, plus the federal layer. SIRA’s SecurePath programme covers 18 vehicle and cargo categories, with pricing SIRA itself publishes: Basic at AED 240 per licence per year (minimum 50 licences) and Premium at AED 290 (minimum 25), plus an AED 120 device approval certificate (sira.gov.ae, checked August 2026). Distinct from both is the federal ICP truck-and-shipment tracking system, enforced from 31 October 2023 with fines up to Dh10,000 (Gulf News, June 2023). The two Emirates’ systems are untangled side by side in SecurePath vs Asateel.
Saudi Arabia - WASL. Commercial land-transport establishments connect to the Transport General Authority through the WASL platform, operated by Elm; an active connection is a condition for generating and renewing vehicle operating cards (vendor-documented, checked August 2026). The 2025 Road Transport Law raised the stakes: up to SAR 20,000 and 60 days’ impoundment for practicing unlicensed transport (Saudi Press Agency, 15 September 2025). Registration specifics live in the WASL guide, penalties in the TGA fines guide.
Sites - IVMS. Aramco and ADNOC-class projects impose IVMS requirements contractually, on top of everything above; drivers are scored on Red-Amber-Green reports covering speeding, harsh events and fatigue (vendor-documented GCC practice). See the IVMS guide.
The reading that matters for this list: not one of the nine vendors’ software subscriptions satisfies any of these mandates by itself. The mandate picks approved hardware; the software question is what happens to the feed that hardware produces.
What does the cost side of a construction truck look like in 2026?
The cost side moved twice this summer, and both moves land per vehicle whether or not your software can allocate them. Diesel repriced to AED 3.80 per litre for August 2026, up AED 0.20 in one month (UAE Fuel Price Committee, 31 July 2026) - a 5.5 percent swing that hits a fuel-heavy tipper cycle hardest. And Salik crossings have carried 5 percent VAT since 1 June 2026: AED 6.30 peak, AED 4.20 off-peak (Salik announcements, corroborated May 2026).
Per truck, those numbers compound with idling in queue-heavy quarry and pour cycles, overweight exposure priced per excess ton in Abu Dhabi, and documents whose expiry stops a truck as surely as a breakdown. Two companion pieces do the arithmetic: what trucks actually burn in the GCC and the true cost per km of a UAE tipper. The discipline tying them together is profit per vehicle on honest cost allocation: revenue arrives per trip, load and hire period, costs arrive per vehicle, and fleet averages hide which trucks connect the two at a profit.
If your fleet pours, hauls or hires in the Emirates or the Kingdom, book a demo and bring a month of trip sheets; the walkthrough runs on your numbers, not ours.
FAQ
What is the best construction fleet management software in the UAE and GCC?
There is no single best product, because the job splits in two. Mandated tracking hardware must come from regulator-approved suppliers, and Cartrack, Location Solutions and Falcon Trackers are all on the official Asateel list (status 21 April 2026). The money layer on top - trip billing, cost allocation, profit per truck - is where Fleetric sits, in daily production with a construction fleet in Abu Dhabi. Most in-scope fleets need one of each.
Which vendors on this list are approved Asateel OBU suppliers?
Three of the nine. Cartrack (as Cartrack Technologies L.L.C., Dubai), Location Solutions (as Location Solutions Trading LLC OPC, Abu Dhabi) and Falcon Trackers (as Zahoor Al Hira Trading L.L.C.) all appear on the official approved OBU supplier list, status 21 April 2026. Fleetric, Samsara, Geotab, Fleetio, Clue and HCSS are not on that list - Fleetric by design, as the software that reads the approved device’s feed.
Do global construction platforms like Clue, HCSS or Tenna work in the GCC?
Their construction depth is real, but none of the three publishes any GCC presence. We found no UAE or Middle East office, no Asateel or WASL content and no Arabic anywhere on getclue.com, hcss.com or tenna.com (checked 21 August 2026). A GCC fleet adopting them buys the global feature set and keeps every mandate-facing job manual.
Is Samsara available for UAE or Saudi construction fleets?
Its own pages answer that. Samsara’s contact page lists no Gulf office, its driver app’s 13 supported languages include no Arabic, it does not appear on the Asateel approved OBU supplier list, and it publishes no pricing (all checked August 2026). Regional availability, where it exists, is partner-mediated, and the burden of proof sits with whoever proposes it.
Which construction fleet vendors publish their pricing?
Two of the nine. Fleetio publishes USD tiers at $4, $7 and $10 per vehicle per month (fleetio.com/pricing, checked August 2026). Fleetric publishes AED tiers at 120 (Starter) and 95 (Pro) per truck per month, Enterprise by quote. The other seven were quote-based as of their check dates.
What is the fine for running without approved GPS in Abu Dhabi?
AED 4,000 under the Schedule of Violations appended to Resolution No. (74) of 2021, which covers operating a vehicle without GPS installed, with GPS switched off or deactivated, or not linked to the Centre’s system. Accepting conciliation within one month reduces any listed penalty to 75 percent (Article 14). This is marketing information, not legal advice; verify with the Integrated Transport Centre.
Do Saudi construction fleets have to connect to WASL?
Commercial land-transport establishments connect to the Transport General Authority through the WASL platform, and an active connection is a condition for generating and renewing vehicle operating cards (vendor-documented, checked August 2026). The 2025 Road Transport Law announced penalties up to SAR 20,000 with impoundment up to 60 days for practicing unlicensed transport (Saudi Press Agency, September 2025).
Can I run Fleetric on top of an Asateel-approved tracker?
Yes, that is the intended setup. The approved supplier keeps the mandate satisfied, and Fleetric reads the feed that device already produces, plus fuel and toll files, to compute profit per truck, project and site. No second device is installed.
How big is construction in the UAE right now?
By official statistics, large and accelerating. The construction sector contributed 12.9 percent of UAE GDP in 2025 and was the fastest-growing sector at over 11 percent growth, within an economy that grew 6.2 percent to AED 1.9 trillion (FCSC figures, reported May-June 2026). That growth runs on tippers, mixers, tankers and cranes.
Why does per-vehicle profit matter more than utilisation for construction fleets?
Because construction work is priced per trip, per load or per hire day, while costs arrive per vehicle - diesel, driver, maintenance, fines and idle hours. When August 2026 diesel repriced to AED 3.80 per litre, up 20 fils in one month per the UAE Fuel Price Committee, every trip’s margin moved. Fleet-average utilisation hides which trucks absorbed that and which passed it on.
